Most of the area is surrounded by the Warta River and the City Canal.

The proposed development is expected to mix residential architecture with built-in service facilities and office buildings. Offices separate residential buildings from the noise connected with nearby railway line. According to the Local Master Plan, which guides the land development, Targ Węglowy located in front of the Machines and Boilers Buildings will be the new center of this part of the island. The Coal Tower will become the architectural focal point and a landmark of the Square.

In addition to the connection with the Cytadela Park, the residents of EC Garbary will use the central axis for communication, with a specially designed passage leading from Plac Węglowy through the power plant building to the viewing point. The axes of Plac Węglowy will ensure efficient communication of the Ostrów Island with the part of the city on the other side of the Warta River.

The general idea of the town planning for EC Garbary area is based mainly on searching the best views for future residents. Some of the new residential buildings will be arranged with viewing axes overlooking the Citadel. The other buildings will be facing the riverbank with their core following the dynamic line of the central axis. The historic buildings of Ostrów Tumski, such as: the engine, the boiler room, the switching station, the water treatment plant and the pumping station, Roon Fort and the retaining wall will be refurbished and will get a second chance at life. A historic crane will be moved to Plac Węglowy and will give the area an industrial style and character.

When designing the building structures, the designers also took care of the fifth facade. Thanks to the variety of terraces and buildings overlooking the water, the project will offer very attractive apartments, and the embankment will be exposed.

Lines, inspired by the former central heating ducts that were common for this site in the past, were used to emphasize main directions of pedestrian circulation and used in pavement finishes.

The proposed development concept is a starting point for architectural solutions related to the historic buildings located on the site and the general guidelines for the future local master plan.
