The planning adheres to the concept of “ecologism, humanism, and holism”, and strives to create a new urban area with ecology, culture, and innovation. The overall theme of the project is “the gateway to the west of the city and the innovation capital of science and technology”, and the three prospects of “the development highland of industry city interaction and integration”, “the construction benchmark of ecological smart new city”, and “the model of poetic living ecological community” are proposed.

Based on the original terrain and ecological background, the planning scheme combines comprehensive services and ecological nodes to build the “heart of Jiuwang”, takes Mengshan Avenue and Fuzhou Avenue as the main spatial development axis, and takes the waterfront space on both sides of Xiaofeng River as the main ecological corridor. The main public service system shall be laid out based on the main road structure. The urban transportation system is constructed by the framework of intercity railway, rail transit and grid roads. With 15 km of landscape shoreline, 18 main landscape nodes, and 20 km of leisure and vitality green island, an ecological landscape system with great sharing has been created.

On the basis of comprehensive planning, we proposes urban design guidelines, which provide guidance for development intensity, underground space layout, urban skyline, architectural style, urban color, night scene lighting and other subsystems.
