Gold Winner – Planning Idea To Convert The Function Of Bien Hoa 1 Industrial Park Into An Urban – Commercial – Service Area In An Binh Ward, Bien Hoa City, Dong Nai Province | Shanghai Tongji Urban Planning and Design Institute Co., Ltd.

Against the backdrop of the networked restructuring of global metropolitan areas, Bien Hoa Industrial Park, located at the southeastern gateway of Ho Chi Minh City and the core of Dong Nai Province, undertakes a pivotal mission to evolve from an industrial zone into a metropolitan comprehensive service center driven by administrative services. The proposal explores transforming provincial governance functions, public services and civic activities into a core engine for attracting high-end producer services, creating a high-quality urban environment and advancing the regional integration of Ho Chi Minh City and Dong Nai Province, thereby providing a demonstrative case for “converting government functions into an engine for urban development”.

(1) A mixed development model guided by the TOD+POD+VOD approach. The TOD model optimizes the functions around transit stations to realize green transportation and functional mixed-use; the POD model leverages central parks and supporting services to undertake ecological service functions for the surrounding area; the VOD model adopts quantitative-qualitative-pricing analysis to achieve efficient land use and value appreciation.

(2) An innovative supply model for administrative and cultural-sports public services. With the open and shared Dong Nai Provincial Administrative Center as the core, it integrates diverse functions such as culture and sports to construct a civic sharing and vibrant urban living room.

(3) Building a sustainable metropolitan model through resilient development and management. Through the integration of water-sensitive urban design, a three-tier green space system and net-zero carbon building design, the proposal achieves ecological restoration and stormwater management, and guides civic life to the waterfront public space along the Dong Nai River, realizing the sustainable development of the area.

(4) Realizing the symbiosis and common prosperity of industrial heritage and urban development. The proposal preserves distinctive industrial landmarks with site recognizability such as industrial workshops, gas tanks and lighthouses, and strategically embeds diverse new business formats including cultural exhibition and leisure experience, allowing the industrial cultural context to rejuvenate in contemporary urban space.
