Gold Winner – Tangshan Bay in Hebei Province (now Xiong’an New Area) | JR Design Project Consultant (HK) Co., Ltd. & Zhonggang Jiapo Architectural Design (Shenzhen) Co., Ltd.

The project is located at the mouth of Bohai Bay in the Beijing-Tianjin-Hebei region, covering Xiongxian and Anxian Counties in Hebei Province, now part of Xiong’an New District. The planning scope includes both land and island areas, with a total core planning area of about 126 square kilometers.

The land area extends from the northern edge of Xiangyun Island Forest Farm westward to the Daqing River Salt Field and southwest to the sea barrier, while eastward it reaches the east bank of Xiaohezi and then south to Haidang, covering about 86 square kilometers. The island area follows the “Tangshan Bay Three Islands Protection and Utilization Plan,” comprising Bodhi Island (5.07 km²), Moon Island (11.96 km²), and Xiangyun Island (22.73 km²).

Tangshan Bay possesses exceptional resources: a natural deep-water port, strong industrial foundation, rare northern islands, valuable salt fields, and a rich cultural atmosphere. Recognizing the rapid development in the region, the project aims to create a new coastal hub that represents China’s image, inherits Tangshan’s natural heritage, and establishes a distinctive international identity.

Aligned with the Beijing-Tianjin-Hebei regional development strategy and future market demand, the plan focuses on fostering strategic emerging industries and shaping Tangshan Bay into:

  • a seasonal and comprehensive coastal tourism destination,
  • an ecologically livable coastal city,
  • a demonstration zone for tourism cooperation in the Beijing-Tianjin-Hebei region,
  • northern China’s health and wellness capital, and
  • a model of China’s smart ecological city.

The project also envisions building a vibrant headquarters economy and cultural-creative cluster around Bohai Bay. Additional goals include establishing clean energy and green agriculture bases while promoting industries such as tourism, organic agriculture, education and technology, general aviation, life and health, tourism equipment, cultural and creative sectors, high-tech industries, productive services, urban complexes, and finance.

By integrating “green, antique, blue, and brown” tourism resources and adopting concepts like “business and tourism for the city” and “comprehensive tourism,” the plan seeks to present Tangshan Bay as an international tourism island—livable, business-friendly, and visitor-friendly. With the vision of “magical three islands, four-color competition, and eight valleys gathering,” the project aspires to achieve a leap in value, shape a unique island community, and give birth to a new coastal district of global significance.
